Women’s Business Enterprise National Council

The Women's Business Enterprise National Council (WBENC), founded in 1997, is the nation's leading advocate of women-owned businesses as suppliers to America's corporations. It also is the largest third-party certifier of businesses owned and operated by women in the United States. WBENC works to foster diversity in the world of commerce with programs and policies designed to expand opportunities and eliminate barriers in the marketplace for women business owners. WBENC works with representatives of corporations to encourage the utilization and expansion of supplier/vendor diversity programs.

Dedicated to enhancing opportunities for women's business enterprises, WBENC works in partnership with women's business organizations located throughout the country to provide a national standard of certification for women-owned businesses. The organization also provides its corporate members and certified women's business enterprises (WBEs) with access to a range of B2B sourcing tools including, an Internet database – WBENCLink – that contains information on certified women's businesses for purchasing managers nationwide. WBENC is a resource for the more than 700 US companies and government agencies that rely on the WBENC certification as an integral part of their supplier diversity programs.

National Minority Supplier Development Council

Providing a direct link between corporate America and Minority-owned businesses is the primary objective of the National Minority Supplier Development Council (NMSDC), one of the country's leading business membership organizations. It was chartered in 1972 to provide increased procurement and business opportunities for minority businesses of all sizes. 
The NMSDC Network includes a National Office in New York and 39 regional councils across the country. There are 3,500 corporate members throughout the network, including most of America's largest publicly owned, privately owned and foreign-owned companies, as well as universities, hospitals and other buying institutions. The Regional councils certify and match more than 15,000 minority owned businesses (Asian, Black, Hispanic and Native American) with member corporations which want to purchase goods and services.

U.S. Small Business Administration - Small Disadvantaged Business (SBA-SBD) - Federal SDB

The U.S. Small Business Administration’s (SBA) minority development programs are intended to help small businesses be successful for the future. The program is intended to help federal agencies achieve the government-wide goal of 5 percent Small Disadvantaged Business (SDB) participation in prime contracting. SDB certification strictly pertains to benefits in federal procurement.
 
The SBA certifies SDBs to make them eligible for special bidding benefits. Evaluation credits available to prime contractors boost subcontracting opportunities for SDBs. This program is the gateway to opportunity for small contractors and subcontractors. Under new federal procurement regulations, the SBA certifies SDBs for participation in federal procurements aimed at overcoming the effects of discrimination. The new guidelines are designed to ensure that benefits used in the federal procurement program are fair and effective, and conform with the U.S. Supreme Court’s 1995 Adarand court decision.

State of Texas Historically Underutilized Business Certification and Compliance Program (HUB) - State

In accordance with the Texas Government Code, state agencies, including institutions of higher education, shall make a good faith effort to utilize Historically Underutilized Businesses (HUBs) in contracts for construction, services, including professional and consulting services and commodity contracts.
The HUB program encourages and effectively promotes the utilization of Historically Underutilized Businesses (HUBs) by all state agencies, and to promote full and equal business opportunities for all businesses in state contracting in accordance with the goals specified in the State of Texas Disparity Study.
The State of Texas HUB Program is administered and maintained by the Texas Building and Procurement Commission (TBPC). The TBPC is responsible for the following:

  1. Reporting state agencies HUB initiatives to the State legislature
  2. Certifying eligible vendors who apply for HUB certification
  3. Maintaining a list of HUB vendors for state agencies
  4. Providing consulting services to state agencies and HUB coordinators
  5. Assisting state agencies with good faith effort requirements

City of Houston Affirmative Action and Contract Compliance Division Certification – Local

Established by Resolution 81-2,The Mayor's Office of Affirmative Action and Contract Compliance (AACC) promotes equal access, employment, and economic opportunity at every level of City government. AACC's mission is to provide quality certification, compliance, business development, and training programs, while maintaining high standards of customer service and accountability.
